Refresh of radio configuration

The gateway asks B3 for S2 radio configuration sending:

<ReqSettings>true</ReqSettings>
</NodeServer>

The new configuration is also sent from B3 if any changes are made in B3 for a given S2GW. B3 sends an update after receiving any POST from S2GW.

S2GW expects to receive a complete configuration in a single XML.
