Boomerang 3 configuration

There is no need to make any changes in B3 after BBOB is added to the infrastructure.

The BBOB is transparent both to BBO and to B3. It adds however a UseDateTime tag to indicate that the XML post contains the time stamps to enable B3 operation with posts with and without the timestamps.
